​​DUTIES

General Directorate of National Property is the generally authorized institution on State real estate with the exception of the authorization given by specific laws.  Pursuant to the Decree Law on the Organization and Duties of the Ministry of Finance No. 178 the duties of our general directorate are as below:

a) To carry out the transactions regarding the immovables of the Treasury and the immovables under jurisdiction and possession of the State in cooperation with the other public institutions when required.  

b) To conduct the transactions as selling, renting, exchanging and establishment of restricted real rights regarding the immovables of the Treasury; regarding the immovables under jurisdiction and possession of the State to carry out the transactions as renting and giving right of use if considered necessary.     

d) To conduct transactions regarding allocation of immovables owned by the Treasury or under jurisdiction and possession of the State to State Institutions, to cancel the allocation in case of misuse or disappear of allocation purpose and evacuate the buildings not owned by the Treasury on allocation-cancelled immovables, specify the basis and procedures of evacuation.

e) To manage the lodging buildings of State, determine the policy to manage the lodging buildings that belongs to state institutions and organizations. To determine the rentals and heating costs, maintenance and repair principles regarding the lodging buildings inland and abroad.  

f) To keep the inventory records of   immovables of the Treasury and determine the method and principles of keeping the inventory of other state institutions and organization's immovables.

g) To carry out the transactions of expropriation conducted on behalf of Ministry of Finance and to register the immovables expropriated by other general budget institutions. 

h) To conduct the transactions regarding the money, property and rights that required to be seizured according to some laws and treaties and finalize their liquidation. 

i) To sell the unserviceable movables of general budget institutions.

j) To schedule the construction of Ministry service buildings and to conduct their purchasing transactions and overhauling. 

k) To determine the management principles of immovables owned by State institutions and organizations.

l) To express opinions regarding the drafts of laws, statutory rules and orders prepared by state institutions and organizations as to acquisition and management of immovables.

m) To establish policies regarding public immovables.

n) To conduct the duties given by other legislation to Ministry concerning immovables of the Treasury.

o) To take required measures to have the credits within its scope of authority followed to be collected in time and pursuant to legislation.  

p) To investigate and audit the transactions within its scope of authority and organization through its Finance Experts.

r)Within the projects whose procedures and principles determined by the cabinet; to develop and evaluate the private immovables of the Treasury and the immovables under jurisdiction and possession of the State and to purchase, exchange, expropriate and consolidate the personal immovables.​
